Chief Operating Officer | Forensic Services

Ms. Madriaga is the Chief Operating Officer of Armstrong PhD Forensic Psychology, where she leads the firm’s strategic operations, business development, and organizational growth. She oversees practice operations, financial planning, client and agency partnerships, and operational strategy, ensuring the efficient delivery of high-quality forensic psychological services throughout California.

Working closely with law enforcement agencies, attorneys, courts, probation departments, and other public safety organizations, Bless plays a key role in expanding the practice’s statewide presence while maintaining the highest standards of professionalism, compliance, and client service. She oversees operational planning, contract development, workflow optimization, and strategic initiatives that support the firm’s continued growth and commitment to excellence in forensic psychological services.

Before joining Armstrong PhD, Bless built a distinguished career as a healthcare executive, leading complex clinical operations for some of California’s largest healthcare organizations. She has directed large-scale operational initiatives, physician practice management, emergency response operations, mergers and acquisitions, Lean process improvement, and organizational strategy across both outpatient and inpatient settings. Her leadership has consistently improved operational performance, patient access, quality outcomes, and organizational efficiency.

Bless holds a Master of Business Administration and a Master of Science in Psychology. She is currently pursuing both a Juris Doctor and a Doctor of Psychology (PsyD), further strengthening her expertise at the intersection of psychology, healthcare, and the legal system. Her multidisciplinary background allows her to support the firm’s mission with a unique perspective that bridges clinical operations, business leadership, and the evolving landscape of forensic psychology.
